How Were the Regional Health Care Resources Used Efficiently in Korea?

Abstract

|
|
Objective : This study purposed to analyze how were the regional health care resources used efficiently in providing medical services with a data envelopment analysis (DEA).
Methods : Data were derived from the statistical yearbook published by the Ministry of Health and Welfare, the National Health Insurance Corporation, the Health Insurance Review & Assessment Services, and the Korean Statistical Information Services for 2007 to 2011. DEA with super efficiency model was applied to produce technical efficiency scores and it was used as an efficiency indicator. Multiple regression analysis model was applied to evaluate the relationship between efficiency scores and regional variables such as vehicle registration number per capita, regional gross domestic product (GDP) per capita, employment rate, and mortality rate per 100,000.
Results : Analysis result provided that efficiency scores were varied depending on regions. Jeju Island, Seoul, and Gyeongsang-bukdo showed higher efficiency scores than those of Busan, Jeolla-bukdo, and Daegu. In multiple regression analysis, regional GDP, employment rate, and mortality rate were significant in explaining the variation of efficiency scores.
Conclusion : These findings suggested that economically more active regions were used more efficiently health care resources than other regions. It proposes that local health authorities with low efficiency scores will need strategic plans when they are trying to improve their performance.
